NIGERIA is bracing for a tidal wave of investment in its deep-water oil and gas sector, with 22 major offshore developments worth an estimated $30 billion to $50 billion slated to move forward between 2026 and 2030, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has revealed.
Speaking at the Society of Petroleum Engineers Nigeria Annual International Conference and Exhibition (NAICE 2026) in Lagos on Wednesday, Commission Chief Executive Mrs Oritsemeyiwa Eyesan said the ambitious pipeline signalled a major boost for production, employment and energy security.
Mrs Eyesan, who was represented by the Executive Commissioner for Development and Production, Engineer Enorense Amadasu, told delegates that momentum has already been building across the sector.
“Since 2024, the NUPRC has approved over US$57 billion in Field Development Plans, with several of those already moving to Final Investment Decisions,” she stated in her keynote address.
“Twenty-two major offshore projects are expected between 2026 and 2030 with an estimated investment potential of $30–50 billion.”
The Commission chief stressed that the impact would extend far beyond barrels of oil.
“Beyond increasing production, these investments will create jobs, expand infrastructure, strengthen energy security and reinforce Nigeria’s position as a leading global upstream investment destination,” she added.
Licensing Reforms Paying Dividends
Mrs Eyesan noted that Nigeria is not merely tapping existing proven reserves but is also laying the groundwork for a durable energy future by maintaining a steady pipeline of exploration prospects capable of supporting long-term growth and supply stability.
Licensing reforms have been central to that strategy. Since 2022, successive bid rounds have unlocked some of the nation’s most promising oil and gas acreage.
In the most recent exercise, the 2025 Licensing Round, 31 companies emerged as successful bidders for 37 blocks following what Mrs Eyesan described as a “rigorous, data-driven and technology-powered evaluation”.
The next round is already on the horizon.
“With preparations already underway for the 2026 Licensing Round, Nigeria is demonstrating that investment certainty is no longer an aspiration; it is becoming an enduring feature of our regulatory framework,” the NUPRC chief said.
She added that early signals pointed to even stronger interest this time, thanks to the transparency built into recent rounds.
Infrastructure challenges addressed
Mrs Eyesan also flagged a long-standing hurdle: infrastructure gaps that continue to weigh on Africa’s energy potential. Nigeria, she said, is tackling the issue head-on with a multi-pronged strategy.
“We are expanding gas gathering systems, processing facilities, pipelines and export infrastructure, while promoting shared facilities, open access, third party access and field tiebacks to reduce costs, speed up project delivery, maximise the use of existing infrastructure and help bring stranded oil and gas resources into production,” she explained.
On security and community engagement, Mrs Eyesan credited closer collaboration between government, security agencies, operators, host communities and private investors. She specifically cited the Host Community Development Trust as a factor that has improved protection of critical assets, making the upstream sector more resilient overall.
The NAICE 2026 conference continues through Friday, with industry leaders and policymakers expected to deliberate on the future of Nigeria’s petroleum sector against a backdrop of global energy transition pressures and rising demand for reliable supplies.
